It has already become a consensus all over the world that we need to take steps to protect the children's rights because childhood stage is a critical phase throughout one's entire life in which he is too young and vulnerable to protect himself.With the purpose of children's protection,Chinese government has made great efforts to improve the legal system and strengthen the child social welfare system since the reform and opening.However,owing to the long-standing dual structure of urban and rural areas in China,children living in poor rural areas are still confronted with the infringement of rights and development crisis,which has impeded their personal development and led to social instability in the transformation process of economic and social structure.In recent years,the government has been formulating a series of policies to solve the difficulties of rural children including the left-behind children,as well as to construct a moderate child welfare system.But there is still "Last-Mile" dilemma in the implementation of policies in the top-down administrative system,which means policies are not fully implemented and are not efficient enough to meet the need of rural children.Since 2010 the China Child Welfare Demonstration Project has been launched to implement the child welfare policies so as to deliver welfare services for rural children.The notion and measures of the project is worthy of research aiming at offering a reference for overcoming the difficulties in the child welfare system.Therefore,the paper selects X town,one of the pilots of the China Child Welfare Demonstration Project,as the research object in order to explore the implementation of the project from the perspective of Welfare Pluralism.As for the analysis of the implementation of the project,this study probe into the project as three stages:policy input,policy conversion and policy output,based on a comprehensive policy evaluation framework.In every stage,the study analyze three segments:welfare supplying,welfare delivery and welfare acquisition on the basis of field work.Based on the empirical study of X town,the study finds that the implementation of the project can be concluded as three features.Firstly,this project is a beneficial attempt to establish a mechanism of multiple subjects participating in welfare supply for rural children.So far an initial cooperation model in which the government,universities,Child Welfare Director and volunteering organization participate in child's welfare framework.Child Welfare Directors are responsible for both welfare supply and delivery,playing the part between government staff,community and volunteers in the implementation of welfare policies.Secondly,there are drawbacks and poor execution in the policies of the project.Some Child Welfare Directors fail to apply their full strength in policy implementation for the lack of protection of their own rights.Thirdly,the project try to provide welfare services for more children so as to construct a universal and moderate child welfare system.But the result of the project is still far behind the purpose of supporting the overall development and protecting the normal life of children.To solve the problems arisen in the operation of the project as well as to help with the construction of a moderate and universal welfare system containing multiple welfare subjects,this paper put forward 5 suggestions as follows.(1)The government has to play the leading role in the welfare system and accelerate the transform of government functions.(2)The limits of rights and liabilities of the multiple subjects have to be clarified and the mechanism of the cooperation and participation of multiple subjects in child's welfare has to be established.(3)To improve the work system of the Child Welfare Directors and enhance their strength.(4)To improve the supervision mechanism of public policy.(5)To improve the selection mechanism and establish a professional team of Child Welfare Directors.
