Research On Supply Of Welfare For Vulnerable Children In China From The Perspective Of Welfare Pluralism

In the report to the 19 th national congress of the communist party of China(CPC),two major themes of the era were added,namely "supporting the weak" and "bringing up the young".Vulnerable children are not only in the early stage of the life cycle with weak physiological function,but also become a "vulnerable" double-trapped group due to complex reasons such as incomplete family,insufficient personal ability and biased protection system design.Therefore,it is urgent for multiple subjects to provide a comprehensive and dynamic social safety net.The protection of vulnerable children conforms to the goal of our country’s yearning for a better life at the present stage,and is also an important part of our strategy to improve human capital for the future.China has not made a clear definition and type division of the connotation and extension of vulnerable children,so it is not reasonable to do detailed scale calculation and reason analysis of each type of vulnerable children.Because of that,this article hope through the function of family and individual physical and psychological condition to analyze the research.Based on the two dimensions,it could be divided into normal group vulnerable children and dynamic group vulnerable children.The normal group vulnerable children are in serious damage state,it will need a long-term and stable social assistance to ensure the basic right and moderate their abilities according to the practical personal condition.The dynamic groupvulnerable children are in a state of partial imbalance,which requires diversified social welfare policies for functional adjustment and capacity improvement.Based on different properties characteristics of two types of vulnerable children,this paper argues that the demand of vulnerable children can be divided into two directions with three layers.First three layers are "demand of survival and guarantee,psychological and emotional support needs and social participation requirements".Another three layers are "demand of ability improvement,demand of mental and emotional adjustment and the demand of social integration".Through the summary and analysis of the current supply situation of the three main vulnerable children welfare supply subjects of family,state and society,it is found that there are still the following problems in the current vulnerable children welfare supply process: Policy design: protection concept lags behind,policy design fragmentation;Supply main body: the main responsibility body lacks the coordination,insufficient social force participation;Supply level: the welfare content is single,the supply level is low;Implementation process and results: insufficient social supervision,unbalanced regional development.According to the current situation of the supply and demand of children’s welfare in China,this paper directly shows the strength of different subjects of welfare supply in the welfare protection system by constructing a pentagon diagram of children’s welfare.And paper summarizes the characteristics of the welfare mode of vulnerable children in China.According to the actual development of the supply and demand of the vulnerable children combing with existing problems,this paper puts forward three principles that the welfare policy development of the vulnerable children should follow: classification and stratification protection,multiple subject coordination,and moderate benefit sharing.Finally,by considering the transitional characteristics of the development of children’s welfare with the theory of welfare pluralism,this paper proposes the following practical suggestions for the optimization of the welfare mode of vulnerable children in order to build a security network of vulnerable children with multiple subjects welfare supply: classification management,establishment of classification and identification mechanism of vulnerable children;We should seizethe assistance and expand the scope of the basic living allowance system for vulnerable children.Mobilize the society,strengthen professional social work personnel training;From point to point,support enterprise build internal child protection system at first.
