Research On The Supply Mode Of Child Welfare Services From The Perspective Of Welfare Pluralism

With the rise of welfare pluralism theory in China,the construction of a multiple supply system for child welfare services has increasingly become the main direction of the development of children's social welfare in China.This research adopts the theoretical perspective of welfare pluralism,and focuses on the two main points of welfare pluralism theory-welfare service supply subject and welfare service supply path-as the focus,using case study method to diversify the provincial child work resource centers in China Welfare provision starts research.The research found that China's Provincial Technical Support Hubs has formed a diversified welfare service supply model with the state,professional teams,community Children Friendly Space and social organizations as the main body.At the same time,various Provincial Technical Support Hubs have explored three child welfare service supply paths of government support,professional cooperation,and incubation around the actual needs of children.The three child welfare service supply paths all belong to the main relationship of government and social cooperation,but there are differences in welfare leading power,path direction,action coordination principles and policy tools.At present,there are some shortcomings in the child welfare service model of the Provincial Technical Support Hubs in China: first,the responsibility line of the welfare service provider is blurred;second,the initiative of the welfare service provider and the welfare service object is insufficient;Third,the path of welfare service supply lacks a stable execution model.Fourth,there are certain risks in the sustainability of welfare service supply.This paper argues that the child welfare service supply model formed by the Provincial Technical Support Hubs has realized the logic of changing from the national authoritative supply to the state and social multiple cooperative supply,from the direct fund payment to the social service supply model,and at the same time,the child welfare The service is expanded into a "material + service + professional" three-in-one,multiple welfare service model..In this welfare service supply model,there is no absolute boundary between the welfare supply subject and the welfare object.Under certain conditions,the roles of the welfare service supply subject and the welfare object change over.In addition,the welfare exploration based on the Provincial Technical Support Hubs must rely on China's social structure and cultural background,and embed welfare pluralism into the local actual social welfare structure.Finally,it puts forward policy recommendations for the exploration of child welfare services based on the Provincial Technical Support Hubs.
