Study On The Executing Processes Of The Grassroots Government's Administrative Orders

With the transformation of planned economy to market economy,the functions of the government have turn management to service.Therefore,the executive ability of grassroots government is required to achieve more success.And a number of policies and measures have been established to strengthen grassroots government's management ability.Hence,the execution process of grassroots government's administrative orders becomes a hot topic in the field of theory and academia seriously.With the speeding up of the Shanghai urban construction and population explosion,the basic-level government confronts higher requirement from public administration to public service.Therefore,the research on the executing processes of the grassroots government's administrative orders has strong practical significance.In this thesis,the first chapter includes the research background,aim,significance,methods and so on.Secondly,the author puts forward the core concepts and theoretical basis of public choice theory.Thirdly,the author has discovered three main modes of executing processes of basic-level government from five cases in Shanghai,and finds out the division and definition of local government order.At the same time,through the grassroots government's administrative orders executing process,the author has summarized four main factors,which can affect the executing process seriously,and has put forward the main type of deviation and process of interactive game in local government.The study shows that grassroots government has existed open system within the bureaucracy.Also,the executing process of basic-level government command exists administration interaction in general.In the article,the author has brought forward difficult points in the executing process of basic-level government's administrative orders and makes suggestions,which will provide good ideas to improve the ability of the grassroots government administrative orders' execution in Shanghai,and offer some suggestion on the executing process of grassroots government administrative orders whatever the analysis or study in the future work.
