On The Study Of Path Choice Of Chinese Administrative Innovation-the Rational Rebuilding Of Bureaucracy

Globalization and revolution of information technology have not only changed the environment of the economy but also brought a profound innovation in the field of culture and politics. New requirements have been rendered for the abilities of management, decision-making and service of the governments around the world. In order to meet with these new requirements many western countries initiated a series of government innovations while the new public management movement is typically on behalf of these innovations. Weber's bureaucracy theory is fiercely criticized as low efficient and antidemocratic in the era of post-industrialization. So the question we must face to is whether the bureaucracy is going to its end or still has its own vitality? China, as a developing country which has a complete different historical background and governmental innovation path, whether should abandon this model and go directly into the era of post-bureaucracy or not is key to the success of Chinese government innovation. On the basis of analyzing the connotation, extension, development of bureaucracy and the new public administration practice which is initiated to overcome the so-called faults of bureaucracy, this article review the relation between them. According to the discussion, this article draws a conclusion that the new pubic administration is not a replacement of bureaucracy but a kind of accommodation in the new political environment. Accordingly, this conclusion is also real instructive to the Chinese government innovation which is front of the social model transfer. To our administrative innovation, it is still under a situation of lacking bureaucracy .Bureaucracy is still has its own rational value, so the best path choice of Chinese administrative innovation is to selectively absorb the rationalities of NPM so as to rebuild the current administrative system according to the bureaucratic logic.
