Research On The Impact Of Administrative Resources On Social Organizational Ability In The Context Of Transfer Of Government Functions

In China,the emergence and development of social organizations are closely related to transfer of government functions.Due to historical problems and the national conditions of"strong country,weak society",most of the resources that enhance social organizations'ability are still provided by the government.It creates a lasting contradiction between the require of enhancing ability and the require of "de-administration".As an important part of social organizations,science and technology society plays a vital role in undertaking the transfer of government functions that rely on professional knowledge and experts.This paper takes 129 science and technology society as research object,and researches the impact of administrative resources on social organizational ability using bivariate correlation and partial correlation.It is found that,on the whole,the investment of administrative resources is beneficial to enhance the ability of science and technology society.The impact of noncompetitive resources on society is very limited,indicating that the enthusiasm for obtaining noncompetitive resources is not too high.Funded projects for fundamental research society have no impact on their ability,indicating that over-reliance on administrative resources are not beneficial to enhance the ability of science and technology society.The impact of star rating evaluation on the ability is the most extensive and significant,indicating that appraisal for excellent social organizations is a feasible way to enhance the ability of them.According to research results,social organizations cannot completely separate themselves from the government.The government needs to improve the proportion of competitive resource,strengthen the encouragement guide of administrative resources input,and improve the evaluation mechanism.Social organizations need to enhance their own independence and autonomy through strengthening dynamic ability building,and finally become qualified main body of undertaking government functions,and reach to the "harmony" situation with governments.
