The disabled as a large number of vulnerable groups,their overall standard of living is still lagging behind the social average.In modern society,for the disabled,getting a job is the fundamental way to improve their quality of life and achieve social value.The state and local governments have attached great importance to the employment of the disabled,and the employment rate of the disabled has been significantly improved.However,for those who have been employed,their quality of employment is poor.Therefore,how to improve the quality of employment of the disabled has become an important issue of employment protection for the disabled.In this study,enterprise M was used as research site,and the quality of employment of disabled employees was investigated by literature,non-structured interviews and non-participatory observation.The quality of employment of the disabled is evaluated by job stability,income and promotion,special labor protection,social insurance and vocational training and rehabilitation services.This paper analyzes policy factor,welfare enterprise factor and the restrictions of the employment quality of the disabled from the human capital factor.Finally,on the basis of the above analysis,this paper puts forward some suggestions on how to improve the quality of employment of the disabled.This study found that the current poor quality of employment of the disabled mainly reflected as the low job stability and job matching degree,low income and lack of promotion space,the lack of special labor protection,not fully paid social insurance and the lack of vocational rehabilitation and vocational training services.The policies have not been well implemented.In terms of welfare enterprises,they have a strong economic rationality,their policy utilization and welfare arrangements for the disabled employees are full of calculations.For the disabled,their self-reliance is weak,academic and cultural quality is low.They are also lack of vocational skills and job competence.In terms of policies,the policy concept is in accurate.On the basis of the above study,this puts forward some suggestions:Foster the self-reliance of the disabled,promote integration education for the disabled,and carry out demand-oriented vocational training.Improve the effectiveness of public procurement preferential policy.Increase the diversity and broaden the benefits of the surface.Institutionalize the supervision and evaluation of the employment conditions of welfare enterprises.Welfare enterprises take "social model" to understand the employment and welfare of the disabled,taking into account social responsibility while pursuing economic goals.
