A Study On The Problems And Countermeasures Of Employment Security For The Disabled From The Perspective Of Positive Welfare

According to the statistics of the disabled population database,of the 36.817 million disabled persons who entered the database by 2019,the total number of licensed disabled persons was 8.552 million,accounting for 23.2% of the licensed disabled persons.Thus it can be seen that there are still a small number of people with employ ability who can really achieve employment,and the overall employment situation of the disabled is not optimistic.Specific to Jilin Province,by 2019,the total number of disabled persons of all types is 1.931 million,accounting for 7.03% of the total population,while the employment of licensed disabled persons in urban and rural areas is only 184000.Employment is the foundation of people’s livelihood.in the face of the low employment rate,ensuring the employment of the disabled has become an important part of Jilin Province and even the whole country to accurately help the poor,eradicate poverty and achieve the grand strategic goal of building a well-off society in an all-round way.Therefore,it is of great significance for individuals,families and the country and society to increase the employment security of the disabled and to achieve the maximum employment of the disabled.By using the method of combining quantitative research with qualitative research,and taking the basic concept of employment security for the disabled as the starting point,this paper distributes a total of 178 questionnaires in four districts and counties of Changchun according to the current situation of employment security for the disabled in Jilin Province.in fact,163 valid questionnaires were collected.Because of the particularity of the disabled group,some disabled people can not complete the questionnaire alone.In order to further explore the employment security of the disabled group,the author conducted a case interview with 16 typical samples from N District,J District,S District and G District of Changchun City with the help of the introduction of the disabled Persons’ Federation,the community and acquaintances.To understand the current situation of the disabled group in Changchun,Jilin Province,the employment security situation and the problems faced in the employment process,which provides a solid foundation for the writing of the follow-up paper.The survey found that there are some problems in the employment of persons with disabilities in Jilin Province,such as employment discrimination,imperfect allocation of government resources,weak supervision of employment security funds for persons with disabilities,insufficient support of financial subsidies and low level of training for persons with disabilities.The study found that the main reasons for the problems of employment security for the disabled include: the deep-rooted idea of social exclusion;a single subject can not meet employment expectations;the government administrative supervision system is not perfect;government financial subsidies are lack of timeliness and continuity and other reasons.Finally,based on the analysis of the above causes,this paper puts forward several countermeasures from the perspective of positive welfare.it mainly includes establishing a positive concept of employment for the disabled,promoting the participation of multiple subjects,strengthening the implementation and supervision of the government,innovating the training model,perfecting the employment subsidy mechanism for the disabled and so on.It is hoped that it can help the government to improve the employment situation of the disabled and improve the employment security for the disabled,so that they can support themselves and enjoy the same employment rights as ordinary people.
