It is the social responsibility and policy responsibility of the state-owned enterprises to recruit the disabled persons for employment according to the policy requirements.However,the fact that the management of employment of disabled persons is "small-scale" in the management of state-owned enterprises makes it difficult for individual state-owned enterprises to standardize the management of employment of disabled persons with their own ability and more energy,there are many practical problems in the actual operation.On the basis of a large number of investigations into the current situation of the employment management of the disabled in state-owned enterprises in Beijing and an in-depth analysis of the employment management of the disabled in state-owned enterprises in Beijing,and on the basis of the theory of scale economy and the theory of transaction cost,etc.,the core contents of Employment Management for the disabled in state-owned enterprises in Beijing,such as policy assurance,recruitment channels,post development,job-fit training,process management,cost composition and risk control,etc.,has Carried on the analysis induction,the logical carding and the pertinence thorough research.This paper puts forward a new idea of management of Disabled Persons Employment in state-owned enterprises,which is "resource intensive,centralized management,training of qualified personnel,assignment of qualified personnel according to their abilities and supervision of the whole process" From the aspects of policy interpretation,personnel recruitment,post allocation,post training,cost accounting,risk control and management process,the closed-loop management model for the disabled in Beijing state-owned enterprises is optimized Improve the supporting state-owned enterprises in Beijing Disabled Employment Management Model of the operating mechanism.The results of the study on the state-owned enterprises in BJGJ Group Disabled Employment Management was effectively verified.The results show that after BJGJ group applied the "management model of the disabled employment in the state-owned enterprises in Beijing",the overall saving rate of the disabled employment cost reached 56.55%,and the comprehensive efficiency improved significantly,enterprise Investment,Management Energy,affairs coordination,dispute processing and other burdens are greatly reduced.The practice proves that this model can be popularized and applied in the management of employment of the disabled in state-owned enterprises in Beijing.
