The "13th Five-Year Plan" period is a crucial period for building a well-to-do society.Under the new situation,it is of great significance to continuously improve the basic public service system of the country and promote the equalization of basic public services.Due to the cross-impact of national development strategy,economic development level,dual urban-rural structure and historical debts,the imbalance between urban and rural areas and regional levels in the basic public service in the western ethnic minority areas has become more prominent.In particular,attention should be paid to the masses in ethnic minority areas.Has the living standard been really improved,whether it really benefits from the country's various "agricultural benefits" policies,and whether it is satisfied with the public services provided by the public sector.Satisfaction of rural public services is an evaluation of the supply capacity of farmers in solving the three rural issues included in the various services provided by the public sector.It is an effective and comprehensive expression of public opinion.To this end,in-depth study of Linxia Hui Autonomous Prefecture farmers' satisfaction with rural public services has contributed to the improvement and improvement of basic public services in the region.Through interviews and field surveys and analysis of the questionnaire data,the main problems are: insufficient supply of pre-secondary education in compulsory education;high medical fees in medical and health are the main issues;the transformation of the labor force in public employment is more urgent;The overall level of the three households in social security is low;infrastructure and environmental protection are at a general level.The main recommendations are: First,diversification of supply entities;second,improvement of fiscal transfer payments;third,promotion of demand expression mechanisms;fourth,priority ordering and flexible provision of service;5)promotion of the establishment of an “electronic public sector”.
