Research On The Improvement Of Urban Basic Public Service Satisfaction

The report on the work of the government at the 18 th National Congress of the Communist Party of China clearly points out that we should speed up the reform of the government administrative system and strive to build a service-oriented government.The government should serve the people better and continuously improve the quality of government work to improve the quality of life of citizens.Therefore,it is extremely urgent and significant to study how to improve the satisfaction of public services.The ultimate aim of public service satisfaction evaluation is to assess the gap between public expectations and actual feelings of public service,and to provide a reference for government work.Public services in foreign countries have effectively alleviated the contradiction between the limited government supply capacity and the increasing public demand through market-oriented reform.There are huge differences between China and Western countries,so western experience cannot be copied directly or mechanically.But the study of public service satisfaction evaluation still can be inspired from the experience of foreign reforms.The Inner Mongolia Autonomous Region belongs to the western border area of China,and is relatively backward compared to the eastern developed areas.Hohhot,as the capital city of Inner Mongolia Autonomous Region,the government is still facing arduous tasks in the construction of public service system.This paper investigates the public satisfaction of basic public services in Hohhott—the purpose is to improve the supply level of basic public services and people's livelihood as well as the quality of life of residents.This article is mainly divided into following parts:The first part is the introduction,which expounds the research background,related concepts of public service satisfaction,public service development and public service satisfaction:The analysis of foreign satisfaction originates from evaluating customer satisfaction and introducing it into the field of public service.China's Satisfaction Index(CCSI)evaluation system is relatively late in the establishment of public service research and application is not extensive;Chapter 1 elaborates the establishment of the index system of public service satisfaction,and establishes a scientific public service satisfaction with eight aspects including urban education,urban medical care,housing and social security,urban public safety,urban public infrastructure,cultural and sports facilities,urban environmental protection,urban public transportation.A total service satisfaction index system;Chapter 2 introduces the current situation of basic public services in Hohhot,collates and analyses the data obtained from the survey,and evaluates the sub-items of the indicators of public service satisfaction in Hohhot;Chapter 3 analyses the existing problems and reasons;Chapter 4 puts forward relevant policy recommendations.Including: 1.Establish a public service system in line with Chinese national conditions and the current situation of Hohhot;2.Improve the rules and regulations of public services;3.Establish a government performance system centered on public services to the satisfaction of the people;4.Improve the supervision mechanism of public services.I hope to provide some references for the development of public services in Hohhot.
