Interest Controlling:the China’s Choice Local Government Faced To Deal With The Unexpected Mass Emergencies

Mass emergencies around the world more and more frequently, and accompanied by the outburst, destructive, complexity, difficult to disposing, which seriously affected the security and stability of our society as well as hampering the process of building a harmonious socialist society. Therefore, how to prevent and respond to mass emergencies is a major challenge facing local governments in China and necessity in maintaining social stability and building a harmonious socialist society. But there are still obvious deficient in emergency response capacity to prevent and respond to mass emergencies of some local government, therefore delve into the reasons of mass emergencies, and the corresponding response to the path on the effective’disposal of local government groups burst the event has some guiding significance.In this paper, I’11take mass emergencies for the study, select the interests of its logical starting point, and mainlined by the Logic of "benefit conflict is the main cause of Mass Emergencies, while the regulation and control of benefit is the valid solution for the local government to deal with Mass Emergencies ", analyzing the effectiveness and feasibility of the local government’s reaction to Mass Emergencies from the prospect of benefit. The main body of this article consists of four parts. Research of the first part of the Review of domestic and foreign, on this basis the ideas and methods of this study; The second part of the clear mass emergencies and the interests of the concept and its related theories were discussed; the third part from the conflict of interest, combining social typical case of in-depth analysis of the causes of mass emergencies. This paper argues that the main reasons lead to mass emergencies including structural variation of interest, poor regulatory mechanism, dislocation of government functions, poor channels of expression, social security weakness in several areas; the fourth part of the regulation point of view from the interests of the proposed local governmentDeal with emergencies through the establishment of the mechanism of sound distribution of benefits, interest coordination mechanisms, government accountability mechanisms, the interests of the expression mechanisms, social protection mechanism and other means.
