A Study On Community Governance Of Cross-regional Immigrant Resettlement In Pengshan District

As the second group of the state rural reform pilot,Pengshan District has achieved certain achievements in the deep agricultural transformation exploration path proposed by the Party building to lead resettlement governance.There are also some problems and challenges.This study is based on the questionnaire survey data on the satisfaction of the immigrants in the cross-regional immigrant concentrated resettlement community in Pengshan District.This paper mainly studies the overall evaluation of resettlement governance of residents in resettlement areas from demographic characteristics perspective by studying the satisfaction of resettlement objects to community service,public infrastructure,community neighborhood committees and residents' participation in community governance,analyzes the factors that affect the resettlement governance,in order to put forward reasonable and effective resettlement control countermeasures.Taking Pengshan District of Meishan as an example,through the analysis of the present situation of the cross-regional centralized resettlement in the rural land expropriation under the new rural construction in Pengshan District,based on the theoretical research results of community governance at home and abroad,combined with the actual situation of community governance in the rural areas of Pengshan District,the author synthetically applies on-the-spot investigating,discussing and some other methods to summarize the basic characteristics of the centralized resettlement of the rural trans-regional migration.It also finds out the influencing factors of the management of the concentrated settlement of the rural trans-regional resettlement based on the analysis of the relevant statistic data.According to the analysis of the factors and the causes of the governance problems,it puts forward the feasible countermeasures for the centralized resettlement community management of rural trans-regional emigration.The problems existing in the community governance for Pengshan pilot have universality in community governance of rural immigrants' resettlement in our country.The countermeasures proposed in this paper would help to improve the rural cross-regional resettlement community management from aspect on managing subjects,policies and conceptions,governing systems,public services etc.,and raise the management level.Besides,it could be valuable and meaningful reference for the rural trans-regional resettlement and community governance in similar areas in China.
