Research On Practice Of Governance In Rural Demolition And Resettlement Community

In recent years,with the development of urbanization and new countryside construction,many peasants have to leave their home and gather in cities because of land expropriation.Therefore,a lot of demolition and resettlement communities designed and constructed by the government emerge,and many peasants become urban dwellers.So resettlement communities contain both the characteristics of urban and rural area,bringing difficulties in governing practice.Scholars pointed out that the governance in demolition and resettlement community is very important.Handled not properly,it may cause mass disturbances,affecting social stability.As in the case of Jvrong J district,to cooperate with the construction of No.122 provincial road,Biguiyuan Phoenix City and new science city,a lot of peasants left their homes and lost livelihoods.Demolition in Jvrong involves housing area about 600 thousand square meters,20 villages,2,800 homes and more than 8000 people.H community is the key livelihood project in order to accommodate these landless people.In the governance of H community,the J district focused on improving residents well being and developing new forms of community governance by solving problems in their everyday life,helping them find new jobs,improving environment and facilities.They have also introduced "Grid governance" and "internet governance".Meanwhile,they strive for community residents to carry out autonomy and strive to build a one-stop community services platform for residents in order to enhance the level of community governance,to promote good governance.However,there are still many realistic problems in the H resettlement community governance.In order to better understand the H community governance practice,through the questionnaire survey method and interview method,we know the residents' view on community governance and explore the problems and reasons in the process.The conclusions are as follows:the most important issue is to promote the community residents'sense of identity and sense of belonging,therefore encouraging them to participate in the autonomy more actively.The government needs to improve its function,working with the community to promote self-government,helping residents produce more sense of responsibility to the community.At the same time,as the resettlement community,considering the problems existing in many difficulties in their livelihood of landless peasants,the government needs to continue to provide skills training,employment and entrepreneurship to help them solve the living and working problems in the long run.
