On November 12 th of 2013,the third plenary session of the 18 th CPC central committee saying explicitly that they will carry out the power lists system at the local governments and the instrumentalities at different levers.Cities including Wuhan,Guangzhou,Chengdu,Nanjing and Changchun are the first to inplement the power lists system construction on a nation wide scale.Learning from the practices,the classification of the government power in these cities are all different.The current research is supposed to analyze the classification standard of administrative power of these five cities under the power list system in terms of legal rules analysis and actual cleaning up analysis,in order to explore the scientificity and feasibility of every kind of power classification in aspect of legal rules and actual cleaning up.Meanwhile,through searching the unique problems of these five cities in classifying power,investigating the classify standards and the specific rules of conduct under a rational and scientific power lists system.This paper carried out research through linking theory with practice.Relating the actualities of the classification of power in these five cities,by studying the systems of power lists which had been found in Wuhan,Guangzhou,Chengdu,Nanjing and Changchun,and on the basis of systematic examination on current laws and regulationgs,finding the problems in classifying government power and solving them.On the basis of research and analysis,finally propose that which power should be classified under the “power lists” system at the municipal level and ensure the power classification could be regulated during the implement at the specific execution.
