Study On Comprehensive Agricultural Law Enforcement System Design

Agriculture is the foundation of our national economy,China is in transition to modern industrial agriculture from the traditional subsistence agriculture.And as in our country,building a socialist country ruled by law is determined to be a fundamental rule of strategy and long-term strategic objectives.Agricultural comprehensive law enforcement is a key work in the process of agricultural law enforcement reform and construction,and it is the effective way to develop modern agriculture and prosper the rural economy,and serve the farmers' income and promote the social stability in rural areas.For more than a decade,the country has begun to actively explore the comprehensive administrative law enforcement,has accumulated a wealth of practical experience,and also made some achievements.In the process of practice,it has met many obstacles such as theoretical bottlenecks and obstacles to the legal system,the system and so on,which makes the exploration of the administrative law enforcement of great pressure.Therefore,strengthen research on agricultural comprehensive law enforcement system has important theoretical and practical significance for speeding up the Establish and improve agricultural administrative law enforcement system,for creating a strong agriculture full-time law enforcement team,for promote agricultural administrative organs according to law and accelerate the construction of new socialist countryside.This paper uses the method of comparative studies,field research and literature analysis.Firstly analyzed the concept and features of agricultural comprehensive law enforcement,elaborated the legal basis and the importance of the implementation of agricultural comprehensive law enforcement system.secondly Retrospective analysis the formation and development of agricultural comprehensive law enforcement system.It analyzes the outstanding problems its existence in law enforcement agencies set up,in legal basis,in the scope of enforcement.And analyzes the resistance in terms of advancing the reform process from departmental interests,institutional integration,staff distribution and social organizations.thirdly,introduces and summarizes the successful experience and general practice of developed countries in integrated agricultural administrative law enforcement,and on this basis,we put forward a sound idea to improve agricultural comprehensive law enforcement system.In the last part of this paper we proposed the design of explore and innovative in comprehensive agricultural law enforcement system in three phases,and separately analyze the advantages and disadvantages,the feasibility and suitability.
