Sichuan Agricultural Comprehensive Administrative Law Enforcement Problems And Suggestions

Agricultural comprehensive administrative law enforcement is a series of legal acts executed by the government in the field of agriculture.The government establishes a special agricultural comprehensive administrative law enforcement agency to exercise the statutory power of inspection and punishment on behalf of the government in accordance with relevant laws and regulations.Deepening the reform of agricultural comprehensive administrative law enforcement is the inherent requirement of comprehensively administering the country according to law and speeding up the construction of a government ruled by law.It is the urgent need to implement the strategy of rural revitalization and improve the rural governance system.It is also an important measure to speed up the transformation of functions of agricultural and rural departments and comprehensively improve the level of supervision of agricultural law enforcement.In recent years,by comprehensively promoting the reform of agricultural comprehensive administrative law enforcement system,China's agricultural and rural economic development has achieved phased achievements,which to a certain extent has solved the problems that have plagued the law enforcement system in the agricultural system for many years,such as the system is not smooth,the responsibility is unclear,and the protection is weak,and effectively safeguarded the legitimate rights and interests of farmers.However,there are still some problems to be solved urgently,such as confusion of personnel status,uneven quality of law enforcement personnel,lack of law enforcement support capacity,and irregular law enforcement behavior.Based on the reality and problem solving,this paper cho oses the current situation of agricultural comprehensive administrative law enforcement in Sichuan Province as the research support.By analyzing the relevant theories,reviewing the existing problems,exploring the causes of the problems,and proceeding f rom the reality,this paper puts forward the ways and methods to improve the efficiency of agricultural comprehensive administrative law enforcement in Sichuan Province,and strives to provide reference for improving the efficiency of agricultural comprehe nsive administrative law enforcement in the future.The first part of the article is an introduction.By analyzing the research background of the agricultural comprehensive administrative law enforcement system,combing the relevant research literature,briefly elaborating the research purpose.The second part is to elaborate the concept and theory.Firstly,the concepts of administrative law enforcement and agricultural comprehensive administrative law enforcement are defined in detail in order to understand the connotation and extension of agricultural comprehensive administrative law enforcement.Then,the government regulation theory,new public management theory and administrative efficiency theory are elaborated as the theoretical basis of this paper.The third part is the current situation analysis.Firstly,this chapter briefly reviews the development process of agricultural comprehensive administrative law enforcement in Sichuan Province,introduces its construction and operation status,and points out the achievements of agricultural comprehensive administrative law enforcement in Sichuan Province through further descriptive analysis and factor analysis.The fourth part is the analysis of problems and causes.Based on the conclusion of the third chapter,this chapter makes a thorough analysis of the problems of agricultural comprehensive administrative law enforcement,points out a series of problems existing in the current work of agricultural comprehensive administrative law enforcement in Sichuan Prov ince,and analyses the causes of the above problems.The fifth part is to put forward countermeasures and suggestions.Based on the conclusion of Chapter IV,this chapter puts forward relevant policy suggestions on the basis of the problems and causes of th e comprehensive administrative law enforcement in agriculture.
