Study On Countermeasures For Development Of Scientific And Technological Association In Background Of Contracting Government's Function Transfer

Today,various associations and organizations play more and more important roles in society.Meanwhile,the development of science and technology also enjoys its prosperity.Therefore,it becomes quite natural that the associations and organizations in the scientific and technological fields are playing significant roles in economic and social development.As a social organization in the relevant scientific and technological field,the scientific and technological association is mainly responsible for pooling scientific and technological workers,organizing participations in the social management and affairs,promoting popularization of sciences,creating a democratic atmosphere,and maintaining harmonious development of scientific communities.As auxiliary power for the development of science and technology,the scientific and technological association is gradually becoming a key organization of economic growth,scientific and technological progress,and social development.It plays a coordinative and supplementary role which is irreplaceable for the government and other organizations.According to the requirement of the Third Plenary Session of the 18 th Central Committee of the Chinese Communist Party,social organizations are expected to solve the problems within their capability.As an integral part of the national innovative system,the scientific and technological association is confronted unprecedented historic opportunity to take the transformation of the government.As for undertaking the mission granted by the history,it is necessary for us to seek for a direction which may promote the organizations to fulfill proper functions.Through presenting the current basic functions and conditions of internal management structure of the scientific and technological association in China,the author will select the current development situations of overseas key scientific and technological associations and organizations,analyze main factors which currently restrict development and improvement of service capacities of the scientific and technological association in China,and propose the countermeasures and suggestions to promote the scientific and technological association in China to fully play its role in the transformation of government's functions.Through deeply analyzing and discussing the management mechanism and operation mechanism with Chinese characteristics,the author tries to put forward practical measure to promote the theoretical and system innovation of the construction of the scientific and technological associations and organizations,and further promote sustainable development of science,as well as scientific and technological associations and organizations in China.
