The Research On Service Capacity Building Of Mass Organization To Undertake The Transfer Function Of Government

With the reform deepening of the administrative system,government functions are further transferred.As one of the important social force,the mass organization is given the important task of undertaking the transfer function of government,which puts forward new and higher requirements for its ability.This paper focuses on the research on the service capacity building of mass organization to undertake the transfer function of government,and takes the society of Guangxi Association for Science and Technology as an example.The paper analyzes the problems,challenges,causes and proposes countermeasures,for better undertaking the transfer function of government.Based on the theory of governance and the theory of public goods,this paper adopts the literature analysis method,historical analysis method and case study method.The paper summarizes the theory,policies and regulations,and realistic basis for the mass organization to undertake the transfer function of government,and sorts out the historical context of the mass organization participation in social governance and public services,to analyze the origin,process,status and role of mass organization to undertake the transfer function of government.This paper analyzes the overall situation,category and typical cases of the transfer function of the Guangxi Association for Science and Technology.At present,it’s short of the ability to undertake,such as lack of conceptual awareness,weak independence,inadequate internal governance structure,insufficient fundraising capacity,shortage of human resources,and low professional level,and reasons mainly are:the government does not decentralize,and the intervention is too much;the decoupling is not thorough,and the administrative color is still strong;the reform of the governance structure and governance mode is lagging behind the lack of credibility,and the financing lacks trust;the treatment and career prospects are not ideal,and it is difficult to attract and retain talents;the services are not frequent,abnormal,and the development of specialization is hindered.On the basis of analyzing problems and causes,and drawing on domestic and foreign experience,some suggestions are put forward in this paper:in improving the external support system for service capacity building,it mainly includes improving relevant laws and regulations,establishing organizational construction support,carrying out service capacity building project,improving assessment and evaluation system,and strengthen daily operation supervision;in improving the internal support system for service capacity building,it mainly includes strengthening service concept,rationalizing the relationship with government departments,improving internal governance,innovating talent mechanism,broadening funding channels,conducting specialized training,and strengthening information disclosure.
