Research On Early Warning Question Of Network Public Opinion Crisis On China Local Government

Nowadays,internet has become more and more popular,numerous online public opinion events has proliferated.When online public opinion events become to online public opinion crisis,they will disturb people's daily life,break the normal order of the country,harm the interests of the state and the people,they even can lead to the vicious group events and caused the crisis of government's confidence.As a direct contact of the local Internet public opinion crisis,the local governments has an important mission to prevent the internet public opinion crisis.Only if they have a good job on warning and preparedness for the occurrence of online public opinion crisis that can effectively reduce the occurrence of online public opinion crisis,reduce the loss of state and people,realize the long-term stability of the society.The research on early warning question of network public opinion crisis on china local government is carried out through three methods: literature research,comparative analysis and case analysis.These three methods are very classical methods to study the early warning of public opinion crisis in local government,which has played an important role in scientific research in the past years.On the basis of studying the early warning of online public opinion of local government,this paper divides its contents into three principles and six links.Among them,the three principles refer to the principle of comprehensiveness,efficiency and shortest path.The comprehensive principle requires that local governments should be comprehensive in the early warning of online public opinion and give consideration to all links.The principle of efficiency requires local governments to be effective in the work of early warning on online public opinion,they must insure that timely monitoring,timely collection,timely analysis,timely delivery,timely action and timely feedback.The shortest path principle requires that local governments should pay attention to the transmission path of network public opinion information when conducting online public opinion crisis warning,otherwise,it is easy to distort the information of online public opinions and influence the effectiveness of the early warning work of online public opinion.The six links refer to the monitoring and detection departments,pooling departments,analysis departments,warning departments,precontrol departments and feedback departments of the local government online public opinion crisis warning agencies.The work of local government pre-warning need the six links of this collaboration,cooperate with each otherand not a single one can be omitted.The monitoring and detection departments of local government online public opinion crisis early warning agencies are mainly responsible for monitoring the network platforms,detect whether there are any online public opinion events that cause attention and need to be dealt,directly transfer the required online public opinion events to the collection department.The collection department has made detailed screening of the online public opinion submitted by the monitoring and detection department,detailed record the occurrence time,background,cause and public evaluation of each network public opinion event,collect and report to the analysis department.The analysis department analyzed the online public opinion one bye one that were sent over,observe its development dynamics,predict its future direction.The alarm department categorizes the online public opinion events that analyzed by the analysis department,divide into different alarm levels and transmit them to the precontrol department.The precontrol department selects the appropriate plan according to the alarm level and the nature of specific events that classified by the alarm department,and make the corresponding decision and implement it in the shortest time.After the precontrol department made corresponding measures,the feedback department need to observe the process of online public opinion events,collect the public's reflection and satisfaction with local government's early warning measures,and then feedback to the precontrol department.So that the precontrol department can modify the precontrol plan at any time and achieve a more perfect network public opinion crisis warning effect.
