Research Of Government's Support For College Students' Entrepreneurial Public Policies Based On New Normal

With the popularization of higher education in China,the number of people with advanced education starts rising,which makes the college students' social recognition decreased and its social position embarrassed.And it is accompanied by the increasingly severe employment situation of college students.Now facing the time of economic structural adjustment,China's economy has stepped into a "new normal" phase that possess all these characteristics of medium-high-speed growth,structural adjustment,innovation-driven,quality promotion and the equitable sharing.Accordingly,the employment pressure of college students has been intensified.Meanwhile,it is necessary to cultivate new growth points and develop the new driving forces in the process of China's social transformation and upgrading.In order to break multiple barriers,college students' entrepreneurship which used as an effective means to solve the employment crisis and one of the driving forces of social development,has gradually been strongly supported by the Party and the government.During the new normal,college student entrepreneurs need to deal with the new challenges brought by more social changes,actively discover more entrepreneurial opportunities under the new situation,and pay attention to the creative thinking.As for the government,a series of accelerated and effective policies and measures are adopted to encourage and support university students' entrepreneurship.It is urgent and necessary for the government to provide a good policy environment for university students' entrepreneurs,and to reduce the obstruction from outside.Based on this,this paper mainly focuses on the government's policy of supporting college students' entrepreneurship under the new normal.Firstly,this paper explains the connotation of the new normal,briefly discusses the theory of public policy related to college students' entrepreneurship,and expounds the positive impact of public policy on supporting college students' entrepreneurship.Secondly,this thesis briefly reviews college students entrepreneurial public policy implemented by the our country government in different periods.In fact,the implementation of the policies in each period have yielded some gains.And the success of college students' entrepreneurship is closely related to the development and perfection of the policies.Thirdly,the problems existing in the government's public policy of supporting college students' entrepreneurship under the new normal are analyzed deeply.The main reason for this is that insufficient education and training for college students,imperfectenough preferential tax policies,weak financing industry development,and uncompleted entrepreneurial environmental policies and entrepreneurial services.Through analysis of the causes and reasons,we find college students entrepreneurship policy itself is lack of scientific and systemic.And then,the implement of policy propaganda does not reach the designated position.Besides,the corresponding responsibility is not clear among various departments owing to the lack of supervision and coordination mechanism.All of which make policy work not very well.Finally,several policy suggestions and public policy supporting the university student to start a business are put forward.It is necessary to strengthen college students' entrepreneurship education and training policy,improve the college students' entrepreneurship preferential tax policies,complete college students' venture financing policies,and establish a unified platform for the college students' innovation service.Not only that,relevant responsible departments should strengthen the propaganda and implementation of entrepreneurship policy for college students,and establish the mechanism of supervision and evaluation of entrepreneurship policy for college students.
