The overall planning of urban planning in China began in 1980 s.With the gradual establishment of the socialist market economic system and the rapid development of urbanization,the urban social contradictions and urban problems are becoming more and more prominent.The reasonableness,scientificity and practicality of the planning are reflected in the reflection,and the overall planning of the city has entered the climax of the adjustment and revision of the planning.The evaluation of planning implementation has been put on the agenda in the planning system,especially the implementation evaluation of master plan has been clearly written into laws and regulations.The implementation evaluation of planning has been paid more and more attention.In the new round of Chengdu general planning revision work,the general implementation assessment will be the prerequisite and basis for the new round of general rules and regulations.At the same time,the public participation in urban planning has become one of the hotspots in the discussion with the gradual improvement of the citizens' quality and the consciousness of safeguarding rights.This paper is based on the background of public participation in the hot issues of urban planning and the macro planning of the overall planning.This paper is made up of three parts.The first part raises the question,that is,the 1 chapter of the thesis,including the research background,research significance,and the related research in the related fields.The second part of the analysis,that is,the 2 and 3 chapters of the paper.The second chapter studies and reviews the theoretical basis of the public participation in urban overall planning and the practice of foreign countries.The third chapter mainly investigates and evaluates the implementation of overall planning implementation of major cities in China,analyzes the main problems faced by the domestic public participation in the implementation of the overall planning implementation,and Ponder on the specific problems,and study the core idea of solving the problem.The third part is to solve the problem,that is,the 4,5,and 6 chapters of the paper.The fourth chapter optimizes the overall planning evaluation system,evaluation method,evaluation content,and the introduction of public participation factors in the evaluation process.The fifth and sixth chapters take Chengdu as an example to study and discuss the application of the evaluation system modified by the view of public participation.The overall planning and implementation assessment under public participation is a complex and long-term process.With the gradual strengthening of technology,the values of the ruling,planners and the citizens need to be changed.I believe that the results of the overall urban planning evaluation will be increasingly fair,fair and efficient.It is hoped that this exploration will provide some reference and reference for the implementation and evaluation of the overall urban planning in China.
