This paper briefly introduces the history of the development of the notarization process in China and other countries,explores the intention of the notarization,and further explores the value and significance of the notarization by horizontal and longitudinal comparison.By observing the development path of China's notarization,the article finds that in the process of development and reform,China's notarization is faced with a number of problems including a lack of precise orientation of the notarization,chaotic system models,insufficient number of employees with rather low quality and poor management.The coexistence of multiple systems in the notarial institutions and the omission of legal attributes of the notarial institutions in the the long-term development,as well as the decline in the credibility of the notarization resulting from a lack of clear self-awareness of the value and significance of the notarial institutions and a lack of precise orientation of the notarial institutions,have all lead to the slow development of the notarization and difficult reform process.This paper intends to review the Chinese notarization from the perspective of the non-public-welfare legal person,review the notarial institutions from the perspective of the non-public-welfare legal person,and explore the non-public-welfare legal person system suitable for the development of the notarization in China.Based on the legal systems of the notarial institutions,this paper promotes the establishment of and the improvement in the internal management and external operation mechanism of the notarial institutions,so as to fulfil the purpose of the establishment of the notarial institutions.
