Research On The Supporting Role Of Rural Party Branch To The Five-Guarantees

In rural areas in China,the "Five Guarantees" is one of the most vulnerable social groups.There exist a number of key words around the "Five Guarantees",such as: country,farmers,poverty,pension,housing,education,social assistance,social justice and so on,which has a comprehensive research value.In recent years,with the construction of a well-off society in 2020,the "Five Guarantees" problem has been highly concerned about by the party committees and governments at all levels.How to get rid of poverty and become better off has been an important problem to be solved urgently.The rural Party branches as the most close to the masses must play its important role on how to solve the problem of "Five Guarantees" survival and development.This thesis selects the western remote area of Gansu Province as a case to study.Through drawing lessons from the research results of domestic scholars on the "Five Guarantees" support,this study use the method of combining literature research and case analysis,summarize the "Five Guarantees" assistance to China's rural areas,especially subject and the development venation.Studying on the relevant literature of the system design of alleviating rural poverty and improve the life quality of the disadvantaged groups.Also,I carry out in-depth understanding of the relevant people through my own practical work,grasp the present situation of survival of the "Five Guarantees".Taking the main subject of rural Party branch as a starting point,described the necessity of its support to "Five Guarantees" from the party's nature,purpose,status and the battle fort role of the rural Party branch,and China's rural social security system requirements.Through the analysis of real case of "Five Guarantees" helping,this study affirm the achievements of Party branches supporting work in rural areas and also dig out some important problems in helping: the lack of supporting mechanisms,the link role of poor convergence;a narrow circle of social relations,the lack of support for the source of funds to help;Party members' enthusiasm is not high,the helping projects cannot meet the practical needs of "Five Guarantees";weak supervision,social supervision system is not perfect.These problems have many similarities with other scholars in the study of other areas,so it is universal.This thesis makes a deep analysis of the reasons for these problems and puts forward specific suggestions for the rural Party branches on how to get out of the plight: strengthen the "link" function and improve the operational mechanism,expand association and the source of capital;innovate helping methods rooted the demand of reality;promote the construction of legal system of the "Five Guarantees" helping and enhance social supervision.
