Study On The Evaluation And Optimization Of The Policy Of Providing For The Aged In Jilin Province

With the increasing aging of our population,the traditional ways of relying on family members and relatives to provide old-age pension service and daily care has been difficult to sustain,the home care service is a new model which the government and social relying on the community to offer the comprehensive service like daily care,health care and spiritual comfort for those home-life elderly people.Since the Ministry of Civil Affairs issued in 2008,"on the comprehensive promotion of home care services," People of all ethnic groups are actively promoting the process of home care service.Jilin Province,one of the most serious population aging provinces,continuous formulating rational home care service policy,actively promoting the round development of the home care service work,efficiently promoting the life quality of elderly people.This paper take Jilin Province as the scope of the research,take the welfare pluralism,developmental social policy,social needs as the basic theory,adopt the literature and empirical analysis as the research method,based on the public policy assessment,through two different levels--factual assessment and value assessment,including 23 specific measurement indicators to accurately measure the effect of the implementation of the old-age service policy in Jilin Province.Using principal component analysis of the factor analysis to analysis the main factor which do great influence to the environment effect of the home care service.After analysis,we have got some conclusions that the home care service in Jilin Province have poor governmental publicity effect,low policy fair,deficient the ability of sustainable development of home care service.Base on these disadvantages and in consideration of the actual situation of Jilin Province,the author point out four aspects of optimizing proposal like increase the propagandizing and directing of home care policy service,increase the fairness of home care service policy,strengthen the structure of the ability of sustainable development of home care service and effectively integrate the social resources,establish resource sharing platform of home care service.comprehensively promote the development of home care services in Jilin Province.
