Innovatiion Of Route And Method For Building Of Professional Service Personnel In Home-based Care For The Aged In Shanghai

The aging population in China has developed rapidly in recent years.The pension system becomes the important content of social security. Inresponse to the growing aging population, the "9073" strategy has beenimplemented in Shanghai since the11th Five-year Plan, i.e.90%home-based care for aged people,7%community-based, and3%institution-based.Concerning the case study in Shanghai Xuhui district, this article is aimed toanalyze the issues about the demand for home-based pension service and itsservice capability, study the development trend of home-based pensionservice in the future, by tracking the home-based pension service ITevaluation project-"Intelligent Care ".The demand of old people and the service capability provided by thegovernment for the aged people are analyzed through questionnaire survey,and the materials from government departments, respectively. This study indicated that there is a gap between the demand and the supply for thehome-based pension service through the data analysis of "Intelligent Care"project. This study also indicated the feasibility to evaluate the pensionservice quality via IT-based methods.The suggestions and solutions for the construction of home-basedpension service platform and IT evaluation system for home-based pensionservice are all based on the service demands, current situation, and futuretrends of the aging-population issue in Shanghai.
