Research On The Dilemma And Outlet Of Government Governance Of Municipal District

Since reform and opening up,especially in the new era,the urbanization process has accelerated,the urban population has doubled,and the problem of urban governance has begun to surge.As the intermediate level area of the city,the municipal district bears the bridge link and transmission link between the municipal government and the street office,and is located at the key level of the multiple contradiction concentration.Taking the practice of government governance in Longwan District of Wenzhou as an example,this paper analyzes the difficulties in the process of government governance in the new era and new requirements through literature reading,visiting investigation and data consulting,and taking this as a window and breakthrough,to further clarify the functions and responsibilities of the government in the prefecture level city district,and to optimize some of the feasible thoughts which have strong feasibility in the government governance.This paper takes governance theory,administrative region economic theory and local government competition theory as the theoretical basis,discussing the external performance of government governance,such as the development and characteristics of the development of municipal districts in China,the functions of the municipal government and the state of government in the Longwan District of Wenzhou,carding out due to five aspects: the restriction of the current administrative system,incorrect allocation of power and responsibility in government departments,the misposition of the role of the public and the economy man,the lack of legal support,the lack of standardization of the decision-making procedure,the inaccuracy of the function orientation of the municipal district.And the multiple factors resulting in four aspects of the dilemma: the multiple superposition of administrative region and economic function area of the current Wenzhou Longwan district government,the cross governance of government departments,internal consumption between government departments and in the departments,and excessive risk agglomeration of government debt.To this end,under the premise of following five principles,such as the legalization of the authority,the subsidence of the functions and responsibilities,coordinate right-duty-benefit,the market mechanism and the autonomy of the people,and mutual benefit of cooperation,the optimization of the legal system for the governance dilemma of the municipal government,the rational positioning of the government functions and the strengthening of the internal integration of the government departments,to form an organic resultant force;strengthen multi cooperation,establish a comprehensive coordination mechanism of all parties;strengthen community residents' autonomy,introduce social capital to participate in municipal district governance;take market mechanism as supplement,and strengthen the choice of five aspects of public service supply.
