Grass-roots are the foundation of the national governance system and grass-roots construction is the basic link of governance ability.In recent years,“promoting the downward shift of the focus of governance” has become an important trend of political construction,and “building a simple and efficient grass-roots management system” has become an important research topic.Sub-district offices are the “nerve endings” of the administrative management system,at the end of the government administration in the urban grass-roots management system of our country.Since the reform and opening-up,with the acceleration of industrialization,urbanization and marketization,the aging population and floating population in big cities have gradually concentrated in the old urban areas,which has brought new management and service problems.Correspondingly,with the disintegration of the “unit system”,the scope of social governance of sub-district offices has been expanding,falling into such governance dilemmas as overload of functions,imbalance of power and responsibility,and complex compartmentalization relationship.Therefore,it is particularly urgent to study the reform of sub-district office management in mega-cities under the background of the downward shift of the focus of governance.This thesis takes the reform of sub-district office management in mega-cities as the core content,and studies the status quo of S Sub-district Office management in W District of a mega-city within the theoretical framework of intergovernmental relations,compartmentalization relationship and social governance.It is detected that there are problems in S Sub-district Office management,such as overload of functions,formalism difficult to remove,deviation of direction of performance,and inconvenience of management system.Through the location of the Sub-district Office in the grass-roots management system of “two-level government and three-level management”,the relationship between the outer Sub-district Office and the market,society and citizens as well as the two-dimensional division of dynamic and static factors and internal and external ones,this thesis systematically analyses the four factors behind the problems,including “spindle type” of management system,poor coordination of management subjects at sub-district and district levels,complex relationship between sub-district office and multi-subjects,as well as highlighted contradictions between downward shift of focus of governance and inadequate supply of resources.In view of the existing problems and causes of S Sub-district Office in W District,this thesis draws lessons from the experience of grass-roots governance in developed areas abroad and at home,analyses and compares their similar logic of grass-roots governance paths,combines with the concrete situation of grass-roots management system and governance environment in China,and proposes that as an administrative organization dispatched by the district government,sub-district offices can conforms to the law of urban governance from the perspective of management level and management range.Therefore,this thesis holds that the role of sub-district offices should be further strengthened in the grass-roots governance of large cities.On this basis,the reform of sub-district offices should give full play to the leading role of Party building in grass-roots governance,to the cohesive role of sub-district offices in the management structure,and to the leading role of sub-district offices in the framework of grass-roots governance,and systematically construct the leading line,governance structure and governance framework of grass-roots governance with the play of the three major roles as the breakthrough point so as to tamp the foundation of modern governance system.
