Government Capacity Building Of Inner Mongolia From The Perspective Of Political Civilization

In the meeting of celebrating the 60 anniversary of the founding of the NPC,General Secretary of People's Republic of China,Xi Jinping pointed out that “we must unswervingly follow the socialist political development road with Chinese characteristics and continue to promote socialist democratic politics and develop socialist political civilization.” As an important embodiment of the degree of human civilization,political civilization,reflecting the degree of political development of a country and region,has attracted more and more attention from experts and scholars.Besides,political civilization is also an important pursuit of political development in China.It is,to some degree,influenced by the political theory and the development of political practice.As an important support of political civilization,government ability has been paid more attention.Inner Mongolia Autonomous Region has made great progresses in economic and social development since the reform and opening-up,but there is still a certain gap between the building of government capacity compared to those developed provinces.In order to promote the political civilization construction of the government in Inner Mongolia and enhance the government capacity of the region,this paper analyzes the present situation of the government capacity in Inner Mongolia,tries to find out those factors that affect the local government capacity,and highlights the factors of the government capacity from theperspective of political civilization,so as to make an effective interpretation of the approaches to improve the local government capacity.The first part of this paper gives a brief introduction of the concepts and theories that are related to political civilization and government capacity,based on the previous studies,this part discusses findings about the government capacity from different angles,specifies the connotation and the aim of development for political civilization,and states the connotation of government capacity and the formation of government capacity from the perspective of socialist political civilization.The second part is mainly about the current government capacity of Inner Mongolia.It deals with the present state of the government capacity of Inner Mongolia by making a comparison of the data from horizontal and longitudinal aspects,highlights the achievements of the local government in terms of government capacity building in recent years and points out some aspects that need to be further promoted.Part three interprets factors that influence the capacity building of the government in Inner Mongolia,focusing on two angles of objective and subjective factors.The last part proposes some countermeasures to promote the building of government capacity from the angle of political civilization,countermeasures as legal exercise of government autonomy,the construction of think-tank,the transformation of government functions,the government system innovation and other aspects are suggested to promote the building of government capacity of Inner Mongolia.
