With the constant development of reform and opening, many uncertain factors exist in social development. Moreover, recently in the period of social transformation, there are various social conflicts in China with the imbalance of political and economic development. One of the conflicts, mass incident which often happens in rural society, involves local government's ability in dealing with incident. Therefore, it is very significant to study local government's ability in dealing with local incident.Currently, as collective action beyond law system, inevitably mass incident has bad influences on the economy, politics, citizens, government and society. However, mass incident should be judged overall and objectively, as it can also contribute to the political improvement and social change---through it, people's political status can be risen with their political participation first, which will then urge government to response reasonably. Therefore, how to deal with mass incident effectively to make it function positively is the important subject of local government. But at recent stage, there are still many defects in political system, local government's social management and flexibility, and the ability in on-the-spot incident with the imbalance of economic development throughout the country and the imperfect political system. Besides, it should utilize media rationally, make scientific decision, and harmonize benefits in different respects internally and externally in order to relieve social contradiction, to dispel people's dissatisfaction, to reach agreement between people and government through their mutual understanding for an excellent atmosphere to construct harmony socialism society.
