The Research On Reform And Opening Up Of Vietnam During The Nguyen Van Linh Period

As one of the five socialist countries in the word,Vietnam chooses to look at China when the socialist movement was in a low tide period in last century.Therefore,it goes on a road similar to China.Due to the implementation of reform and opening up policy,Vietnam has made a great progress.In the process of reform and opening up in Vietnam,Nguyen Van Linh plays the role of an advocate and founder.When facing the grim situation at home and abroad in his ruling period,Vietnam effectively restrains the development of decline trend through a series of reforms and open policies.Therefore,it has made remarkable achievements in political and economic aspects,which provides a useful reference for the construction of other socialist countries and has profound significance to the socialist movement in the world.This paper takes the policy of reform and opening up in Vietnam during Nguyen Van Linh period as the research object.Through using the method of historical study,dialectical analysis and the referenced,it researches and discusses the Vietnam policy of reform and opening up from the aspects of background,process,contents,characteristics,realistic enlightenment and so on during the Nguyen Van Linh period.In addition to the preface and the conclusion,there are four chapters.The specific logical structure is as the followings:The first chapter summarizes the background of the reform and opening up of Vietnam during the Nguyen Van Linh period.It discusses the background of Nguyen Van Linh period from the macro points: in the country,long-term colonial rule.plundering and wars make it have a very weak economic foundation;rigid economic system,coupled with years of natural disasters,results in the failure of constructing the "Two Five Economic Plans";Marching into Kampuchea made Vietnam get a lot of oppositions in the international community.Meanwhile,its diplomacy is in trouble.Internationally,the wave of reform in Eastern European socialist countries is surging.Meanwhile,Chinese reform and opening policy has been carried out.The trend of economic globalization is irresistible.Therefore,the third wave of democratization swept the globe.In the second chapter,this paper introduces the history and content of the reform and opening up of Vietnam during the Nguyen Van Linh period.The history includes three stages: before the sixth main party of the Communist Party of Vietnam,after the sixth main party of the Communist Party of Vietnam and after the seventh main party of the Communist Party of Vietnam.Before the sixth main party of the Communist Party of Vietnam,Nguyen Van Linh carried out a preliminary exploration of the reform and opening up policy,when he was the Secretary of the municipal Party committee of Ho Chi Minh City.After the sixth main party of the Communist Party of Vietnam,when Nguyen Van Linh served as general secretary of the Central Committee of the Communist Party,he carried out the full implementation of the reform and opening up policy.After the seventh main party of the Communist Party of Vietnam,Nguyen Van Linh was relieved of general secretary and instead,he served as an adviser to the Central Committee.During this period,the impacts on the reform and opening up policy has been declining.The content mainly includes four aspects: Ideologically,emancipate the thought of innovation;Politically,strengthen democracy in the party and fight against corruption and advocate integrity.Economically,reform the economic system and open to the outside world;Diplomatically,adjust foreign strategies and carry out pluralistic diplomacy.The third chapter analyzes the characteristics,achievements and shortcomings of the reform and opening up of Vietnam during the Nguyen Van Linh period.There are four aspects in features,including: from dependence country to independent country,from close to open,from blind classical to overall innovation,from closed doors' development to learn from others.Achievements also includes four aspects,which includes: the initial establishment of market economy,the steady growth of agricultural economy,the gradual establishment of industrial system,the continuous amplification of foreign trade and the improvement of people's living standard,the continuous enhancement of democracy and the initial achievements of fighting against the corruption.The main problems include five aspects: the imbalance of regional developments,the extreme disparity between the rich and the phenomenon;unreasonable industrial structure and industrial layout;The relatively backward of infrastructure,which has become the "bottleneck" of rapid economic growth.;excessive population growth,lack of talents;heavy and long road of political director.The fourth chapter summarizes the realistic enlightenments of the reform and opening up of Vietnam during the Nguyen Van Linh period.The enlightenments mainly include five aspects as the follows: Giving full play to internal strength is the foundation of building socialism;Self reform and perfection are the paths to build socialism;The combination of theory and practice is the key to build socialism;The economic construction is the core to build socialism;The mating of economy and politics is the guarantee to build socialism.
