Research On Grassroots Power Restriction And Supervision Mechanism

The Communist Party of China(CPC)always attaches great importance to the restriction and supervision of rural grassroots-level power.Academic community in china also pay close attention to this important theoretical and practical problem.The report of the 18 th Party Congress pointed out that our government should improve the mechanism for conducting checks and oversight over the exercise of power.Without doubt,the cadres of party and government in grass-roots is an important power to implement the concept of the CPC.That is to say,the power they have can make the most direct and extensive influence on the masses in grass-roots.Therefore,we should pay attention to the rural grass-roots.Strengthen grass-roots power restriction and supervision mechanism can prevent corruption problems in grass-roots efficiently,as well as reduce and dissolve the misunderstanding between the cadres of party and government and the masses.That is to say,this project can improve the close relationship between the CPC and the masses.Due to the characteristics of the anti-corruption work,improving the grass-roots power restriction and supervision mechanism should be combined with complex variety of grass-roots work and explore the path of practical methods.This dissertation adopts the method of literature research,case study,etc.Based on the definition of "power at the grass-roots level",this dissertation summarizes the Marxist power restriction and supervision theory.Then,the author selects Dazhu county of sichuan province as a case,summing up the effective measures and existing problems of power restriction and supervision in order to put up suggestions which can apply to the work in grass-roots.The full text consists of five chapters.The first chapter introduces the basic situation,including the research background,significance,methods,etc.The second chapter defines the core concepts,and gives a brief analysis of the Marxist power restriction and supervision theory.The third chapter focuses on the current work of the power restriction and supervision of Dazhu county.Firstly,it introduces basic situation of Dazhu county;secondly,it expounds Dazhu power restriction and supervision system of organizational structure;thirdly,according to the on-the-spot investigation,it gives an analysis of the measures Dazhu county puts up.The fourth chapter analysis of the problems of power restriction and supervision process at the grass-roots level,including the problems in the inspection team and so on.The fifth chapter puts forward countermeasures and suggestions of improving the grass-roots power restriction and supervision mechanism.These countermeasures may provide method of prevention and control of corruption to the government departments at the grass-roots level path,and perfect the grass-roots power restriction and supervision system in our country.
