Research On The Property Declaration System

Official Property Declaration System, in many parts of the world, has been proved by practice to be an effective measure in the corruption fight and prevention. Within the framework, each civil servant is required to report his or her income and property according to relevant regulations. The system guarantees the supervision to the public powers by disclosing their assets in a transparent manner, through which it can also protect the legitimate rights and interest of the civil servants.Many countries and regions of the world have established the system of property declaration,"the UN Anti-Corruption Convention" also actively to its members recommended the system. The past two decades have seen the proposal and development of Official Property Declaration System in our country, however, the system failed to produce desired effects for a variety of reasons. Therefore, people are showing their great concern and hight expectation for improving and promoting the system.This thesis is composed of five parts. In the introduction part, it mainly concentrates on the research background, research significance, the theoretical tools, the domestic and foreign research reviews, research methods, research challenges and innovations. In The second part, it concerns itself with the evolution of property declaration system, the basic concepts and basic elements incorporated in the system. The third part mainly investigates the research status of the system in China. It reviews the development course of the system and finds out its insufficiency, based on which it will scrutinize the local practice of the system.The fourth part conducts a research on the system instituted in the United States of America, Singapore and China Taiwan, which will enlighten our country. The fifth part puts forward some suggestion on perfecting the system by exploring the development path of China’s property declaration.
