Research On Comprehensive Law Enforcement Of Lan Zhou Huanghe River Custom Tourist Line Management

Since the reform and opening up,urban management and law enforcement has emerged as the process of urbanization in China has accelerated and urban management has become more and more onerous.The congenital deficiency of urban management and law enforcement has led to the unsmooth urban management system,unclear responsibilities,inability to comply,and has encountered many difficulties in the actual law enforcement work.The object of urban management is mostly urban vulnerable groups.Conflicts of interest between management rights and subsistence rights cause fierce collisions between public and private rights.Lack of standardization of laws and regulations,bigotry of law enforcement object,poor enforcement environment and other factors break out the contradictions.In addition,frequently appeared lopsided reports make the image of urban administrator become terrible.Although urban management departments at all levels have adopted new law enforcement methods such as placard law enforcement and eye-catching law enforcement,the effect of law enforcement is still unsatisfactory.Therefore,finding out the root cause of the comprehensive law enforcement of urban management and putting forward solutions to it have great significance for strengthening the law enforcement work of urban management and establishing the image of the law enforcement team.This paper focuses on comprehensive law enforcement of LanZhou Huanghe River Custom Tourist Line management.Through literature research,field survey,interviews,summarization as well as combination of urban governance theory and new public service theory,this paper comprehensively analyzes the outstanding problems and causes faced by comprehensive law enforcement of LanZhou Huanghe River Custom Tourist Line management from four aspects: institutional mechanism,laws and regulations,staff management and management theory.Meantime,taking lessons from domestic and overseas urban management experience,sorting out advanced practices in the United States,Britain,France,Hong Kong,Wuhan,Jiangsu,and Nanjing such as legislation first,governance according to the law,joint law enforcement,flexible management and strengthening penalties could inspire the law enforcement work of LanZhou Huanghe River Custom Tourist Line.In author's view,not only rationalizing the management system,increasing legislative protection,improving the communication and supervision system,but also integrating departmental planning,establishing business sites scientifically and rationally,creating a smart urban management platform,mobilizing social participation,and creating a good social atmosphere are necessary when accomplishing the comprehensive law enforcement work.Through the joint promotion of the whole society,multiple orientations,and wide areas,we will promote the scientific,legal,standardized,and humanized law enforcement of the Huanghe River Custom Tourist Line.
