Study On The Strategies For Taiyuan Public Security Departments In Disposing The Mass Events In Taiyuan City

The frequency of civil disorder has become an important factor in the stability of countries in the world today.As a product of social conflicts and conflicts of interest,the civil disorder is characterized by wide-ranging,sudden-onset and violent behaviour,which seriously affects the safety of the people and the normal social order of life,it endangers social harmony and stability.As the government department responsible for the maintenance of public security,the Public Security Bureau has an important duty to safeguard social harmony and stability and protect the safety of people's lives and property.If civil disorder is not properly dealt with,it will lead to a further sharpening of the social tension,affecting the image of the government and the credibility of its enforcement.Taiyuan,the capital of Shanxi Province,has also faced frequent civil disorder in recent years.The civil disorder exhibits the characteristics of the diversity of subjects,the Organization of their modes of behaviour and their social harmfulness.In the civil disorder,the Taiyuan Public Security authorities have also accumulated some experience in handling the problem properly and with careful use of police force and weapons.Based on the theory of social conflict and public crisis management,this paper makes reference to the research results of domestic and foreign civil disorder,and the countermeasures of Public Security Bureau civil disorder in Taiyuan as the research object.The current status of the Public Security Bureau civil disorder in Taiyuan is reviewed to illustrate the specific cases of Public Security Bureau civil disorder in Taiyuan,analysing a number of problems in Taiyuan public security organs such as lack of early warning of intelligence,unclear positioning of on-site disposal duties,Weak on-site response capability,and lack of relevant legal provisions,and the reason of the existing problems are analyzed.The paper then focuses on the proposed measures to raise the standard of Public Security Bureau civil disorder in Taiyuan,it mainly includes perfecting the early warning mechanism,clarifying the right and responsibility of on-site disposal,improving on-site response ability and improving relevant laws and regulations.The study of the proposed approach has a strong practical role in enhancing the civil disorder of the public security organs in Taiyuan to prevent the disposal of civil disorder risks,on the other hand,it can be used as a reference for other regional Public Security Bureau civil disorder.
