Research On Yongzhou Municipal Public Security Organs Dealing With Mass Events And Countermeasures

Huntington P,a prominent contemporary political scholar,believes that modernity is bred to be stable,but the process of modernization is a breeding ground for chaos.Yongzhou city is the history of the "southern barbarian land",the territory of many ethnic groups,the social situation complex,folk tough.In 2007,Yongzhou City,the occurrence of large groups of events,Zhushan incident,the central top to disturb.Yongzhou city public security organs to deal with the disposal of mass incidents as a study sample,the practical significance is very obvious.In this paper,the use of literature research,investigation,case analysis,research and discussion of Yongzhou city public security organs to deal with the disposal of the status quo,problems and countermeasures.Firstly,the general situation of 1162 cases of group events in Yongzhou city in recent ten years is summarized for classification and grading,and the five typical cases are selected(urban,rural,general larger and infinite).Take the large group events of Zhushan event as an example,the Yongzhou municipal public security organs to deal with the disposal of mass incidents of three major issues: active service awareness is not strong,the cooperative mechanism is still significantly rigid,warning mechanism needs to be improved.And analyzed the cause and mechanism of mass incidents in Yongzhou city.Secondly,according to the current situation and control problems,the author thinks that the main practice of foreign developed countries and domestic advanced areas "active service,legal declaration,classification and early warning","emphasizing details,building service-oriented government organization is typical experience","stressed the cooperation,vertical coordination horizontal linkage to control the situation","stressed the dialogue,clear interest expression channels to achieve early warning target" and other experience is worthy of Yongzhou city public security organs to deal with mass incidents learning and reference.At last,the author put forward the "123 mode" of Yongzhou public security organs to deal with mass incidents,which is a general idea,two basic conceptions,three concrete measures.The three measures are: to lay people,the legal environment,the information network "three basis";to do a good job in advance warning level,the disposal capacity,after the follow-up effect of "three improvements";strengthen technology,means "two".Aiming to form a combination of the upper and lower,themutual support of the mass incidents to deal with the system,to ensure the healthy operation of society.
