Research On The Development Problems Of Chengdu' Private Non-enterprise Units

Since the reform and opening-up,China's political,economic,cultural and social aspects have undergone profound changes,providing a broad space for the development of private non-enterprise units.Since the party's 18 th National Congress,our government regards transforming functions and decentralizing government power as the center of government work,and proposes to accelerate the formation of " separation government and community,clear definition of rights and duties,legal autonomy".In 2016,C hina promulgated the "People's Republic of C hina C harity Law",which marks the continuous improvement of the legal environment of private non-enterprise units.Under this background,the social environment of private non-enterprise units has changed greatly,and the corresponding organizational development situation has also improved.However,the role played by private non-enterprise units has not met expectations,there are still some factors restricting their development.Therefore,this paper attempts to study the development of private non-enterprise units in C hengdu from both theoretical and practical aspects.First of all,by contacting with the Management O ffice of Chengdu Municipal C ivil Organizations,and with the help of official data from Chengdu C ivil Affairs Bureau,Statistics Bureau.This paper understands the policy environment and development status of private non-enterprise units in C hengdu;Secondly,this paper selects 6 local private non-enterprise units as case studies,collecting primary data from a practical perspective through participatory observation and in-depth interviews.Based on theoretical and practical data analysis,it is found that private non-enterprise units in C hengdu have achieved better development in quantity,quality,and category.But there are still four problems: single funding channels and strong dependence on government,lack of professionals,low social participation,and organizational mission is vague and unclear.This paper thinks that this is mainly constrained by both internal and external factors.The external factors mainly include three aspects: the atmosphere of social charity culture is not strong,the relationship between government and social functions is not clear,and the social supervision mechanism is not perfect;The internal causes mainly include two aspects: the internal governance of the organization is poor,and the management capabilities are insufficient.Therefore,in order to improve the external bad environment of private non-enterprise units in C hengdu and strengthen the organization's own capacity building,this paper proposes the following countermeasures by referring to the mature experiences of nonprofit organizations in developed countries : First,innovate government management and service organization development;Second,vigorously promote charity culture and establish a volunteer system;Third,establish and improve the organization of social supervision system;Fourth,clarify organizational mission and improve self-discipline mechanism;Fifth,improve the management capacity of organization;Sixth,establish a project network financing model.It is believed that through the improvement of the above-mentioned aspects,Chengdu's nonprofit organizations will gain even more growth under the current background of the modernization of national governance systems and governance capabilities.
