Study On The Economic And Social Contribution Of Provincial-level Private Non-enterprise Units In Xinjiang

As the social reform and social construction in Xinjiang process speeds up,the Xinjiang ’s economic and social development gradually enter the fast lane.The functions of the government continue to shift toward the service government,the pattern of mutual interaction between the government and the society gradually highlights,The space of social organization activities and development has been further expanded,the society organization as an representative of social power is increasingly becoming an important force to promote economic construction,political construction,cultural construction,social construction,ecological civilization construction.Provincial-level private non-enterprise units in Xinjiang,as one of the most mature,the most influential and one of the strongest economic and social organizations in Xinjiang,to achieve sound and rapid economic development in Xinjiang,objectively,need for a greater degree of provincial-level private Non-enterprise Units in Xinjiang.As of the end of 2015,For the contribution of the added value of 1871.49 million yuan,has played a positive role in Xinjiang science and technology progress,the development of local culture,promotion of the transformation of the government to provide social services and development of private non education,etc.Based on the basic theory of non-profit organizations and a large number of domestic and foreign research on the economic and social contributions of private non enterprise units,This paper designs an index system for the economic and social contribution from three dimensions of private non enterprise units in Xinjiang according to the principle of science,hierarchical,comparability,economic and social development,dynamic and adaption.On the basis of a large amount of data,the index system is used to study the economic and social contribution of private non enterprise units in Xinjiang,And try to point out the path that the regional private non unit of economic and social contribution.In recent years,the development of the region’s Xinjiang private non enterprise units have been at a standstill,however,the overall development of social organizations in Xinjiang,both in quantity and in scale,presents a trend of rapid development,through the analysis of the great difference between them and further study,We find that the following external factors hinder the development of private enterprises in Xinjiang to make greater contributions to economic and social development: the relatively small scale,the nonperfect organization and the system construction,sources of funds over reliance on financial allocations,lack of the sense of mission in the whole industry,the government’s dual management system and cultivating and fostering and social development level of Xinjiang.In view of the above problems,this paper puts forward the corresponding countermeasures and suggestions from the government and private non enterprise units,in order to improve the competitiveness of the private non enterprise units in Xinjiang,to adapt to the requirements of the local economy and development of Xinjiang,to form fine structure and the reasonable layout.
