Research On Government Supervision Of Private Non-Enterprise Units

With the gradual improvement of China's administrative system,especially the deepening of the reform process of government management functions,private non-enterprise units have made great progress.Judging from its historical development process,private non-enterprise units,as a type of social organization,have played an important role in assisting the government in social undertaking research,social public service and social governance and have achieved obvious results.In addition,due to the limitations and immaturity of the development of many private non-enterprise units in our country,the existing problems in the process of development are gradually exposed,while the lack of supervision experience in government departments leads to low supervision efficiency and poor supervision effect.Therefore,private non-enterprise units can neither be missing nor need to strengthen supervision.This paper takes private non-enterprise units as the research object,aiming at exploring how to exert the problems existing in their operation and supervise them to ensure that their functions can be better exerted.On the basis of sorting out and defining the concepts,connotations and characteristics of non-profit organizations and private non-enterprise units,this paper uses the theoretical basis of market failure theory,voluntary failure theory and social governance theory to analyze the internal organization,Through analysis,it is believed that private non-enterprise units play an increasingly significant role in promoting employment,relieving social pressure,effectively integrating social resources and promoting the transformation of government functions.However,there are also problems such as unclear relationship with the government,imperfect government supervision system and inadequate supervision measures.Basic operation,government supervision and the relationship with the government of more than 200 private non-enterprise units in Beijing area by means of investigation and research.after further analysis,this paper holds that the main reasons for these problems are:first,private non-enterprise units rely heavily on the government;second,the division of responsibilities of supervision subjects is not clear;third,substantive laws are missing,legislative contents are not perfect,and types of settings are unreasonable;fourth,the requirements of registration and access system are high,annual inspection measures are ineffective,economic supervision measures lag behind,and information disclosure measures are not in place.Based on the above analysis,the paper puts forward policy suggestions on strengthening supervision of private non-enterprise units from three aspects:perfecting laws and regulations,perfecting government supervision system and innovating government supervision measures.The first is to establish a basic legislative mechanism for government supervision of private non-enterprise units.The second is to clarify the relationship between the government and private non-enterprise units and reform the dual supervision system of private non-enterprise units.The third is to innovate the annual inspection system,improve the grade evaluation system,establish an accountability mechanism and carry out the construction of information publicity.
