A Case Study Of Rural Public Service Standardization In Guanghan City

The Central Committee of the Communist Party of China put forward the strategy of rural revitalization,which has important strategic and practical significance in Chinese history.This is the exploration of the rural development road with Chinese characteristics.Today,our country has entered the decisive stage of building a well-off society in an all-round way,the task of keeping the bottom line of the people ' s livelihood is more arduous,the people's sense of fairness and awareness of democracy have been strengthened,and the construction of basic public services is even more arduous.Thus,the promotion of rural public service construction has been given a new connotation and task in the context of the new era.Standardization is an important means to speed up the improvement of rural public services,promote the equalization of basic public services,and promote the modernization of rural governance system and governance capacity.The standardization of rural public services is the concrete practice of rural revitalization and equalization of public services at the grassroots level.This paper is divided into 9 chapters.The first chapter describes the background and significance of the topic,summarizes the current research situation at home and abroad,defines the research contents,ideas,methods and innovations.Chapter two describes some basic concepts in the standardization of basic rural public services,and the relevant theories of research and application,including the new public service theory and public product theory.The third chapter summarizes the overall situation of rural public service standardization in China,analyzes the current national pilot construction situation,draw lessons from the main experience,points out the shortcomings,so as to elaborate the value of Guanghan case study.Chapter 4th describes the case,including the case summary,exploration process,main methods and results.Chapter 5th to Chapter 7th is the core content of this paper,which mainly selects three key factors that determine the success of the case,that is,the construction of standard system,innovation of governance subject,promotion of implementation mechanism,decomposition and analysis.According to the analysis of three factors,the 8th chapter puts forward the enlightenment of this case to improve the standardization level of rural public service,that is,to strengthen the economy,the people's livelihood and the market,and to clarify the responsibilities of the government and the villagers' organizations,Construct scientific standard system,stereoscopic propaganda system and popularizing implementation system.Chapter 9th is the conclusion and prospect,reviews the previous research work,summarizes the full text,and puts forward the research prospect.For a long time,the theorists in our country have paid little attention to the standardization of rural public services,and have made little achievements.Starting with the case of the pilot project of rural public service standardization in Guanghan City,this paper analyzes the present situation and difficulties of rural public service standardization in China on the basis of consulting a large number of documents and field investigations.This paper puts forward the basic idea of further promoting the standardization level of rural public service in our country,hoping that with my shallow understanding,we can draw more people's attention to this important issue and contribute to the realization of the strategic goal of rural revitalization in our country.
