Public services become increasingly dependent on standardization, the result of government public service can be measure of by using public service standardization as a scientific, international and valuable management tools. In recent years, Under the State and local governments vigorously promoting and guiding, the pilot construction of grassroots public service standardization develop very rapidly, especially in the fields of the grassroots administrative service center, which is the government services’ forefront, and directly face to the public demands, directly impact on the public interest, therefore, it’s urgent that grassroots public service need for standardization construction, and it’s more practical significance to do research in using standardization.From the perspective of the grassroots government, the first place grassroots outline the characteristics, scope and type of public service standards, summarizes the development effectiveness of grassroots government public service standardization in our country and throughout the current, detailed combing its influencing factors, from the window as the unit cut point to administrative service Center Quanzhou standardization pilot construction practice as a case study, using literature review, interviews with field research methods, detailed research center standardization process of building, architecture, performance and problems, from the point and the surface of the base layer standardization of public service issues, such as regional development, industry unbalanced, standard system is imperfect, inadequate government support coordination efforts between departments, public participation channels blocked, the standard does not apply and the like. In this paper, a comprehensive quality management and new public service theory, around a common interest(i.e. customers), quality of service and standard closed-loop process, try to make recommendations with the macro, middle and micro levels, and strive to achieve a deeper level of public services at the grassroots level standardization, effectively promote the overall improvement of the grass-roots public service support capability, and promote its service level, work efficiency, enhance security capabilities.
