Research On Rural Basic Public Service Of Hami City

In recent years, Central Government No. 1 Documents have paid more and more attention to rural areas and their problems, and also have provided more support to farmers and herdsmen areas in Xinjiang. Xinjiang itself as an undeveloped agricultural region, in the process of new village construction, has faced a variety of difficulties in its basic public service operation.This research selected 3 typical villages of Hami city of Xinjiang as samples, through field interview and questionnaire survey, deeply explored the supply status of rural basic public service of Hami City, and then proposed corresponding countermeasures. The main research conclusions are as follows:No.1. In recent years the level of rural basic public service of Hami City has been improved much, but villagers' satisfaction degrees are different. Villagers have higher satisfaction degrees for medical services and compulsory education policies, but have lower satisfaction degrees for farm-oriented basic infrastructures, innervillage roads,road sanitation and inner-village water supply, meanwhile there is a lack of agriculture technology promotion popularization.No.2. Main problems of rural basic public service of Hami City are lack of special funds and delay of public basic infrastructure construction; inconsequence of resource allocation, faultiness of medical service system; weakness of villagers' safeguard awareness, low coverage rate of social security; unsoundness of policy system, hypofunction of farm-oriented technology promotion service; singleness of public service supply main body, block of public service needs expression channel.No.3. Main causes for these problems are as follows: basic cause is unbalanced economy development strategy, in which urban and rural dualistic system is dominant; immediate cause is basic-level government is deficient in financial resource, and remote cause is villagers are lack of speaking right.No.4. In allusion to the above problems and summarized reasons, the countermeasures this paper proposed to improve rural basic public service supply capacity of Hami City are as follows: firstly, unify urban and rural basic public service supply system, and improve rural basic public service standard; secondly, consummate all kinds of systems, and then apply NGO, and realize the target of supply subjects diversification and marketization; lastly, supply rural basic public service in accordance with requirement priority.
