A Study On The Legal System Reform In Gansu In The Late Qing Dynasty

The last ten years of the late Qing Dynasty were the golden ten years of the new deal movement in the late Qing Dynasty.In this reform movement,the reform of the legal system is an important part of it.Many western advanced legal systems have introduced China for the first time.There is a thousand years of Chinese legal system to die out under the erosion of the European wind and rain.China's legal system has begun to move towards modernization.In 1901,the Qing government announced the implementation of the new deal.In 1903,Gansu's new policy measures began to take effect.In response to the requirements of the reform of the Qing government,Gansu has taken a number of reform measures,including the preparation of the Gansu Provincial Consultative Bureau,the reform of the police system and the judicial trial system,the opening of new schools and the development of modern law education.Gansu is located in the northwest,the geographical location is narrow,the economic development level is larger than the eastern developed province,so many measures of the new policy have not been effectively implemented.However,Gansu's new measures also laid a solid foundation for the modernization of Gansu's society,and its historical progress should be affirmed.This paper focuses on the research and systematic analysis of the process of the reform of the legal system and the success or failure of the rise and fall of Gansu in the late Qing Dynasty,summarizes the characteristics of the reform of the legal system in Gansu in the late Qing Dynasty,and commented on the positive meaning and shortcomings of Gansu's establishment of the Advisory Bureau,the reform of police and the government,the reform of the judicial institutions and the trial system and the development of the new type of education.Although the achievements of Gansu's reform have been greatly reduced by many resistance efforts,we still can't deny its significant historical significance.
