Research Of Gansu Consultative Council In The Late Qing Dynasty

In the late Qing Dynasty,with the invasion of Western powers,the idea of constitutional monarchy was introduced into China.Facing the increasingly serious ruling crisis at home and abroad,the Qing government decided to prepare for constitutionalism.In this national preparatory constitutional trend,Gansu Province,which is located in the remote northwest,has also carried out various changes.In terms of the implementation of the preparatory constitution,its main form is the Gansu Advisory Bureau.Due to the special limitations of Gansu Province,Gansu consultative Bureau,which should have been the representative organ of public opinion,was controlled by the diehard forces of feudalism,"wearing the imperial spirit from afar,never recognizing Republicanism",and uniting with the old forces to strangle the revolution inside and outside the province,became a tool to maintain the feudal rule.In the actual operation process,due to the constraints of economic,ideological,regional and other factors,the achievements of Gansu consultative Bureau in terms of the election of members,the discussion and implementation of bills and the local autonomy are not ideal,and the gap is obvious compared with the southeast provinces.However,the progressive significance of Gansu consultative bureau is undeniable.It has put forward a series of motions beneficial to the people,spread the new idea of democracy and rule of law,and to a certain extent,refreshed the social atmosphere of Gansu.It is of great historical significance to promote the social transformation of Gansu in modern times.Therefore,through the investigation of the specific operation of Gansu consultative Bureau under the background of constitutional preparation in the late Qing Dynasty,this paper focuses on the special perspective of Gansu consultative bureau to systematically analyze and deeply discuss the development,actual results,limitations,difficulties and progress of Gansu preparatory constitutionalism in this period,and summarize the reasons and characteristics of the failure of the preparatory constitutionalism in Gansu Province in the late Qing Dynasty,It provides some guidance for the construction of socialist legal society in China.
