Study On The Verification Of The Economic Status Of "Subsistence" Family In Rural Areas

The verification of the economic status of rural subsistence families is a survey and verification of the income and property status of rural subsistence families.It is an important measure to improve the accuracy of the identification rate of subsistence groups.To do a good job of verifying the economic status of rural subsistence families,we can effectively solve problems such as inaccurate calculation of farmers 'income,deviation in subjective descriptions,and difficulty in defining qualifications,and avoid illegal and irregular actions that occur in the process of granting rural subsistence insurance,and put an end to speculation and fraud.It is of great theoretical value and practical significance to realize the openness,fairness and justice of the social assistance process,and to give better play to the effectiveness of the rural subsistence allowance system.At present,Shanghai,Beijing and other places have established relatively mature verification mechanisms,and have achieved certain results.Xinyi City is a county-level city in the northern part of Jiangsu Province.In recent years,it has gradually improved the rural minimum living security system.However,the relatively backward economic conditions and material foundation in rural areas have brought some resistance and obstacles to the implementation of the minimum security.The verification of the economic status of rural subsistence families is still in the beginning,and the rural subsistence security work is facing many difficulties and problems.Based on the preliminary introduction of the rural subsistence policy,this paper discusses the content and process of the verification work in detail through the theoretical analysis of the verification of the economic status of the subsistence families,and compares it with the verification work in reality to find out the shortcomings and gaps in the latter.Taking Xinyi City as an example,through the in-depth investigation of Xinyi City's rural subsistence allowance object,It has beenfound that the verification of the economic status of rural subsistence families has problems such as the difficulty of accurate verification of rural household income,shortcomings in accounting methods,the impact of "relationship insurance" and "human welfare insurance" on the accuracy of verification,and delays in regular verification work.The main reasons are the defects of system design,the reasons for the objective conditions of implementation,and the reasons of the theme.Specifically,the dilemma of citizens 'right to privacy and disclosure obligations,the lack of supervision and punishment mechanisms,the lack of information island-information sharing platform,the high vacancy of financial support and the cost of verification,the people's perception of misunderstandings and free rides,and the limited energy and ability of low-security staff.To this end,this paper proposes to break through the traditional single mode of economic verification of rural subsistence families,actively explore the development of information resources sharing platforms,enrich and broaden the verification content and verification methods,and realize the policy requirements of the "quantitative compensation" of the subsistence system.We will further improve the accuracy of the relief package and ensure that disadvantaged groups enjoy the right to relief on a more equitable basis.
