Study On The Enhancement Of Anti-terrorist Stability In W City Of Liaoning Province

Terrorism,which is raging and spreading all over the world,is unprecedentedly severe and detrimental in terms of its wide range of influence today.Now,China is threatened by terrorism in varying degrees.The three forces of terrorism,namely violence,ethnic separatism and religious extremism,have caused the "2009 7.5 Xinjiang Urumqi riots","2013 10.28 Beijing Tian'anmen terrorist attacks" and "2014,3.1terrorist attacks in the train station in Kunming Yunnan".It can be found that there is a obvious trend that violent terrorist activities are spreading to our inland cities.How to stop terrorist attacks in inland cities? The question is worthy of study for domestic scholars.The current researches on that field can mainly be divided into two categories.The first is to carry out the traditional anti terrorist effort including strengthening intelligence,investigation,prevention and emergency disposal to enhance city anti-terrorism capabilities.The other is,through strengthening intelligence early warning ability,to focus the limited city anti-terrorism administrative resources on counter-terrorism intelligence warning,improve the ability to find terrorists,and then arrest or destroy terrorism.The author agrees with the second method before,however his view has changed after working in the national Counter Terrorism Bureau of the Ministry of Public Security during which he is able to think in the overarching perspective of the state.The terrorists are highly mobile at present and wage attacks separately in some provinces and cities.To crack down one case calls for cooperation of multiple regions and simply upgrading one city's counter-terrorism ability will fail to discover terrorists.To solve that problem therefore requires the use of scientific methods of public management and the establishment and improvement of national,provincial and municipal anti-terrorism cooperation management mechanism.Introducing the public management theory into the research,this paper argues that limited administrative resources should be used in anti terrorism early warning system construction on city anti terrorist work.At the same time,based on the characteristics of comprehensiveness and complexity of city anti terrorism work,the paper studies the use of public management,organizes and leads social anti terrorist units and allocates the whole society anti terrorist public resources,so as to improve the city's anti terrorist capacity,better serve the people,and contribute to our country economic development and harmonious society contribution.
