Research On Inter-departmental Synergetic Mechanism Of Anti-Terrorism Intelligence

With the rise of cyber terrorism,Lone-Wolf terrorist attacks make it more difficult for governments to deal with,which shows the important of intelligence–led anti-terrorism,and anti-terrorism is not the task of single department.Chinese government always values the work of intelligence in anti-terrorism.But,share of anti-terrorism intelligence is regional,sectoral,temporary and arbitrary.At the same time,department interests,abuse of system,the lack of trust and bad synergetic awareness put obstacles in the way of depth and width of the share of anti-terrorism intelligence.The USA and Russia also pay attention to anti-terrorism intelligence.The two countries established complete anti-terrorism system,in which America creates the multi-center model while Russia creates centralized model.The two models have satisfying results by transregional and inter-departmental intelligence sharing.As Anti-terrorism Law says,the national center for anti-terrorism intelligence and the system of sharing trans-regional and interdepartmental intelligence must be established.With the change of public management theory,the whole government theory with the goal of coordination and integrate developed soon.Many conceptions appear such as cross-agency collaboration,the co-operational government and network governance.Thus,under the serious situation of anti-terrorism,the paper aims to solve the sectional and comprehensive problems based on the theory of the whole government theory and the way of cross-agency collaboration.Except the part of introduction,the article can be divided into four parts.The first one introduces notions and describes the environment,meaning and dimensionalities of cross-agency collaboration of anti-terrorism intelligence and the importance and necessity of coordination of intelligence.The second part introduces the anti-terrorism experience of the USA and Russia,in which it shows to establish cross-agency collaboration of anti-terrorism intelligence is a developing and improving process in all fields.The third part analyzes the problems and reasons of Chinese cross-agency collaboration of anti-terrorism intelligence.The last one comes up with seven countermeasures which include organization platform,function merging,idea expression,standards,dimensionalities demonstration,cultural self-restraint and technical support.
