Case Study Of Purchasing Sanitation Service In Shenyang City

On July 31,2013,Premier Li Keqiang chaired a State Council executive meeting,proposed to promote the government purchase of public services to the social forces,and in the third Plenary Session of the 18 th CPC Central Committee according to the spirit and the "Office of the State Council on government procurement of services to the social forces guidance"(Guo Ban Fa 2013 No.96)deployment,in order to accelerate the reform of government procurement of services.The Ministry of Finance in December 15,2014 formulated the "government purchase service management(tentative)" approach.Sanitation sanitation services,government funded the purchase of a few years ago in some of China's economically developed city appeared,the form of funding from "allocated" to "buy",the public finance and the combination of social capital,from "management" into a "business".Although the reform of the sanitation service system has been developed,most of the units engaged in environmental sanitation operations are in the nature of institutions,and there are many malpractices and habits in the planned economy era.The sanitation service market is relatively closed,the lack of a unified,open,fair and equitable trading platform,it is difficult to form a real market competition mechanism,is not conducive to mobilize the enthusiasm of all sectors of society,is not conducive to the competition and talents cultivation,is not conducive to the sanitation workers work enthusiasm improve etc.Shenyang is an old industrial base in Northeast China,and is the central city of Northeast China.The scale and construction of the city meet the standards of a modern metropolis.But as far as environmental sanitation work is concerned,it is still in the old management mode of the institution mode.Such management mode can not keep up with the requirements of urban development.In order to adapt to the development of the situation,the reform of the sanitation system has been actively carried out.Shenyang municipal government in the "pilot,gradually improve,summarize and popularize" principle,selection of Hunnan district sanitation service operation market reform pilot.This paper analyzes the existing problems and causes of the environmental sanitation industry in Shenyang,and combines the advanced management methods at home and abroad,starting from the theory of new public services and public products.By using case analysis and a series of detailed data,this paper puts forward the countermeasures and theoretical basis for reducing the financial pressure of the Shenyang municipal government,reforming the sanitation system,and outsourcing the environmental sanitation services.
