Research On The Problems And Countermeasures Of Environmental Sanitation Service Outsourcing In Haian Development Zone

Since the 19th CPC national congress,the CPC central committee and the state council have carried out major projects to benefit the people by implementing the strategy of revitalizing rural areas and carrying out a three-year campaign to improve the living environment in rural area.One of its core is the construction of rural ecological environment,while its important focus is on scientific and efficient sanitation service.For the government,how to do a good job in sanitation service,what kind of sanitation service is adopted,and how to improve the quality of human settlements,is an important issue that the government management needs to explore,practice and improve at the micro level.From the macro perspective,it is the starting point and foothold of the effective solution to the main social contradiction between the increasing needs for a better life of the Chinese people and inadequate development.At present,with the rise of the world's new public management movement and the continuous evolution of China's market competition mechanism,the theory and practice of public service outsourcing is increasing.Major cities at home and abroad have carried out outsourcing work and achieved certain results.However,due to the characteristics of long-term,indirect,complexity and repeatability of rural environmental improvement,and the constraints of regional awareness,supporting mechanism and local public financial resources under specific conditions,the outsourcing of sanitation service needs to be promoted in a unified plan and analyzed on a case-by-case basis.Therefore,to achieve a combination of theory and practice,effective service outsourcing is not only a necessary measure for grassroots governments to base on the people and serve the people,but also a useful attempt to deepen the reform of the government system and accelerate the implementation of a service-oriented government,which has higher practical value.This paper takes the environmental sanitation service outsourcing of Hai'an Development Zone as the research object,and takes the new public management theory,public choice theory and governance theory as the main theoretical basis.The literature research method,case analysis method and comparative analysis method are the main research methods.In order to standardize and improve the environmental protection outsourcing service outsourcing in Hai'an Development Zone,based on the in-depth analysis of the current situation of environmental sanitation service outsourcing in Hai'an Development Zone,we will find out the main problems in the current outsourcing process,including the quality of service varies,accounting of outsourcing expenses is inaccurate,insufficient effectiveness of supervision and evaluation,cutting corners in garbage disposal and emergency response is not timely.And we will list the reasons of problems in five aspects,including the hardness of work development,finance accounts,contract execution,garbage disposal and mechanism guarantee.By drawing lessons from the successful experience of typical domestic cities such as Nanchong Jialing district,Pingdingshan Ye county and Xingtai Ningjin county,combined with the particularity of grass-roots government sanitation work,we can put forward its own suggestions on how to improve the outsourcing of sanitation services in hai 'an development zone in five aspects which including strengthening the government's own strict,scientific implementation of financial accounting,building a supervision and evaluation system,optimizing factor resource environment and improving relevant policies and regulations.In particular,the suggestions of building an all-round supervision and evaluation system,exploring ways of judicial relief,etc,which can provide reference for the effective implementation of government sanitation service outsourcing.
