Research On The Public Service Supply Optimization Of The Rural Environmental Sanitation

The Fifth Plenary Session of the 16th CPC Central Committee put the "clean and tidy village" as one of the main requirements to promote new rural construction.2015 the No.l document of the central government clearly put forward to promote rural living environment rectification work. Facing status that the garbage around village and living environment in rural areas, how to improve rural public environmental sanitation has become an important issue in the work of the government. In recent years, local governments adjusted measures to local conditions, and actively explored the innovation model of governing environment and sanitation in rural areas and they have achieved some results. But from the point of the sustainability of rural environmental sanitation public service supply, a lot of government efforts did not thoroughly improve the rural public environmental sanitation problems. This paper aims to in-depth analysis of the rural environmental sanitation public service supply mechanism, analyses the existing problems in the supply and optimize the main problems appeared in the rural environmental sanitation public service supply mechanism.This paper selects the H Village, L Town, and Qianjiang, Hubei Province as the research object. Use qualitative research, carry out communication by means of interviews of government, enterprise, village, social organizations and villagers and obtain the first-hand research data for writing and rich the paper material combined with literature analysis, participation observation and so on. Under the framework of "subject-operation", combined with the case, analyzed the supply, running mechanism and characteristics of rural environmental sanitation public service, supplied results, reasons and reasons and finally proposed feasible policy recommendations for optimizing the supply model.The main content of this paper includes the following seven parts: Part Ⅰ:Introduction. This part mainly describe the background and significance of the research, comb related to domestic and foreign research review on the environmental sanitation public service in rural areas, introduce the basic situations of the case in this study and simply summarizes the research methods and research ideas, and finally puts forward the innovation and shortcomings of this paper. Part Ⅱ:Definition of related concepts. This part mainly defines the three key concepts involved in this paper, clear the three concepts of public service, public service supply mechanism and rural environmental sanitation public service supply. Define the content of this paper within a certain range. Part III:The subject of rural environmental sanitation public service supply in rural areas and its relation. This part mainly combines with case analysis, specifically describe the involved supplying subject in the Environmental Sanitation public service supply of H Village, L Town, mainly include government, enterprise, village, social organizations and individual farmers. Combined with case analysis, it is concluded that the subject behavior mainly by the government leading, the village public service supply activities as a hub and form a mutually dependent relationship.Part Ⅳ:Rural environmental sanitation public service supply mechanism and its characteristics. The Environmental Sanitation public service supply mechanism of H Village mainly includes decision transfer mechanism, financing and use mechanism and the supervision and evaluation mechanism. And based on the analysis the operation mechanism of rural environmental sanitation public service supply mechanism, we can get that it shows the government led mechanism. The characteristics that market mechanism functions in the production processes and independent mechanism cannot independently operate.Part Ⅴ:Analysis on the results, problems and reasons of rural environmental sanitation public service supply. Under the model of actively exploring the effective supply, the infrastructures of rural environmental sanitation have been covered in step, the environmental awareness of the farmers have gradually improved, rural living environment has been significantly improved, but at the same time, the selection main market subject is not standardized, the supply decision-making mechanism is not perfect, financing mechanism is not reasonable, supervision and evaluation mechanism is not scientific and other problems have hindered the effective operation of the supply mechanism. To solve the above problems, the author made a further analysis of the reasons, systematically elaborate the performance orientation under the pressure type system and top-down decision-making method. The lack of financial resources supports and government lacks of reasonable definition of responsibilities are major causes resulted in the poor supply mechanism.Part Ⅵ:policy recommendations. This part starts from the perspective of cooperative governance theory, optimizes the rural environmental sanitation public service supply from the conceptual level, subject level, operation level and the mechanism level.Part Ⅶ:conclusion. This part is the summary of the contents in this paper.The innovation of this paper is mainly reflected in two points:one is from an analysis of the existing literature, the majority of scholars in the research on rural environmental sanitation public service supply problems, focused on constructing the supply mechanism from the theoretical level and provided policy recommendations on practice but they lacked results analysis of the results in the applying of the public service apply model. This paper is combined with the actual cases, from two micro perspectives of the supply subject and supply operating mechanism to analysis process of rural environmental sanitation public service supply, condition of the existing supply mode in the practical operation and it carry out optimized strategy based on it. The second is the research is based on field investigation, interview and observation, H Village, L Town, Qianjiang, Hubei Province is selected as the research object, through the combing and analysis of the case, provide a more objective interpretation analysis of the current rural public services supply and provide more practical basis for the optimization of the current rural environmental sanitation public service supply.
